The Australian High Commission is looking to recruit Program Managers to contribute to the implementation, management, and promotion of Australia’s development program in Solomon Islands.

As a Program Manager, you will be able to work autonomously under the direction of an Australian officer to manage Australia’s development assistance program, in accordance with the International Development Programming Guide. You will manage and prioritise tasks, build relationships, monitor contract and program performance, and undertake research. Selection criteria
1. Demonstrated ability to manage complex development programs, including contracts and
reporting, to achieve results.
2. Demonstrated ability to develop effective working relationships with a range of stakeholders.
3. High level of initiative, flexibility and judgement, and excellent problem-solving capabilities.
4. Excellent written and oral communication skills in English and Pidgin.
5. Relevant tertiary qualifications from a recognised, high-quality institution.

The Australian High Commission is looking to recruit a suitably qualified and experienced Senior Health Adviser in the Human Development Section to manage the delivery of a range of Australian bilateral, regional, and global health programs in Solomon Islands.

As the Senior Health Adviser, you will work closely with your team and collaboratively with other areas of the Australian High Commission and DFAT (including Global Health Division and the Office of the Pacific) and engage externally with senior Solomon Islands government stakeholders (including the Ministry of Health and Medical Services (MHMS) senior executive and Provincial Health officials), development partners, contractors, aid-funded advisors and implementing partners on a range of high profile and high priority issues.

About the Department of Foreign Affairs & Trade

The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high-quality overseas development program, and helping Australian travellers and Australians overseas.

The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian Government agencies to drive coordination of Australia’s pursuit of global, regional, and bilateral interests.

About the position

Under broad direction, the Senior Health Adviser will manage the delivery of a range of Australian bilateral, regional and global health programs in Solomon Islands. The role requires strategic thinking and project management skills as well as strong negotiation and relationship management expertise. 

As part of the Human Development Section, the Senior Health Adviser will play a critical role in the successful implementation of Australia’s new bilateral health program – the Solomon Islands Australia Partnership for Health 2025 – 2028 (Health Partnership) – and improving health services and health outcomes in Solomon Islands in line with the National Health Strategic Plan 2022 – 2031, the Australia – Solomon Islands Development Partnership Plan 2024 – 2029, and Australia’s International Development Policy.

The Senior Health Advisor will work collaboratively with other areas of the Australian High Commission and DFAT (including Global Health Division and the Office of the Pacific) and engage externally with senior Solomon Islands government stakeholders (including the Ministry of Health and Medical Services (MHMS) senior executive and Provincial Health officials), development partners, contractors, aid-funded advisors and implementing partners on a range of high profile and high priority issues.

The key responsibilities of the position include, but are not limited to:

Policy advice, stakeholder management and coordination

  • Support the delivery of Australia’s health program in Solomon Islands, including the new Health Partnership and other key bilateral, regional and global health investments.
  • Manage and build strong and productive working relationships with all implementing partners, including Solomon Island Government officials, ASIPS+ health program management team, as well as representatives from health sector NGO’s and CSO’s.
  • Work in close collaboration with colleagues from Global Health Division and Office of the Pacific in Canberra to support progress and implementation of key regional and global health programs.
  • Produce and deliver a range of high-quality written materials, including briefings, speeches, reports, and correspondence on health support, as well as on complex and technical policy issues.

Program management of bilateral investments     

  • Provide expert strategic analysis and evidence-based advice on operational issues, strategic program directions and program planning to deliver key operational outcomes.
  • Manage key investments under the bilateral program (Direct Funding Arrangement with MHMS, managing contractor) as required including contract and financial management and investment quality reporting, and maintain oversight of the bilateral budget.
  • Monitor program implementation and support evaluations, which may include conducting site visits, coordinating project review missions and reviewing performance and progress reports.
  • Proactively manage risk and ensure compliance with DFAT aid management (including safeguards, PSEAH and fraud management) and other corporate processes/policies.
  • Support effective procurement and contract management, financial management, risk management and monitoring and evaluation as it supports bilateral, regional and global programming requirements.

Other business duties

  • Represent the Australian High Commission on health-related issues and promote Australian outcomes in Solomon Islands.
  • Analyse and report on key strategic health issues as they relate to Australia’s health support and broader Australian interests in Solomon Islands.
  • Perform a leadership role in the Human Development Section, including team management/supervision (health team) and building capability of LES officers.
  • Undertake other duties as required.

Qualifications/Experience

  • Demonstrated ability to manage complex relationships, programs or contracts and systems to achieve results.
  • Excellent written and oral communication skills in English and Pidgin.
  • Experience working with Solomon Islands Government partners to deliver projects and outcomes.
  • Sound knowledge and proven experience with DFAT systems and processes - including financial, program management and quality and performance systems, and proven proficiency in the delivery of Australian development assistance.
  • High level of initiative, flexibility and judgement, and excellent problem-solving capabilities.
  • Ability to work collaboratively with others in a multicultural team.
